This tutorial was written by a user called spanik99 on another forum.
It uses a softcam and keys as you can not use your real viewing card in this type of setup. Using keys to view channels could be illegal in most areas / countries so this is just for information / testing purposes and should not be used unless your cable company is happy for you to do so.
I do not provide keys / softcam files so if you need those you will have to go and find them. Do not ask me for them - I do not have them at all as they would be illegal in my country.

Ok the following tutorial has been written under my system which is running Windows XP Pro on a Pentium IV CPU, incompatibilities may occur if using different
OS.
What you need : (for this tutorial)
Hardware:
- a Technotrend DVB-C 2.1
- Optional, the RGB Kit
This kit will enable you to watch your programs on a TV using the european Scart plug; also included in the kit is the internal audio cable that will link the dvb card to the soundcard input (thus avoiding the external audio loopback at the back of the pc)
Software:
-latest technotrend drivers
-RitzDVB v3.0.7
-Softcam Key containing keys for uk digital cable providers (not provided on this server)
-The frequency list for the area you are in, look at the sticky; 4000.ini is a good one for TW, worked for me , but other should work too (not on this server)
-Yankse v1.20 (not on this server)
First step first, install the card in a spare pci slot; boot your machine and install the drivers. You may have to reboot
Extract Ritzdvb; in my example I will extract it in C:\RitzDVB 3.0.7
Now run DVBcore_Register.bat ; this will register the core dll
now copy the frequency list file (the ini file) into C:\RitzDVB 3.0.7\transponders
now extract MDYanksee into C:\RitzDVB 3.0.7\MD Plugins
delete C:\RitzDVB 3.0.7\MD Plugins\Yankse_w98.dll
now launch RitzDVB.exe ; ignore channels at the left, they are for sat users
IF RitzDVB does not start, reboot your machine and try again, I have seen this happen on my machine
In Hardware/Channels&LNB ; choose your ini file in the drop down list
In the Diseq/QAM settings select CAB-QAM64 ; this is important or the soft will NOT detect any channels.
Click Start new Scan all TP ; when prompted (in german) to delete the cached TP, reply NO (Nein) ; be patient the discovery takes a few minutes
Once Finished, add all channels to the Channel List and exit the Channel Scan Menu ; my systems detect 201 channels but yours may be very different
On the left you now have all the detected channels ; if you want to sort them or delete some , feel free using the channelist editor in the menu
at this point channels may already be decrypted, if not copy the softcamkey in C:\RitzDVB 3.0.7 and C:\RitzDVB 3.0.7\MDPlugins

i want to buy one of these pci cable tv cards. but not too sure what one to buy.
can i buy this one and get all of the channels for free?
